Balancing Access and Excellence in Higher Education Foundational to this work is a discussion of the constant struggle that American higher education institutions have faced throughout their histories to provide access while ensuring excellence. 78 While we argue that the access versus excellence debate is unnecessary, we recognize that a certain vision of postsecondary education permeates the popular imagination—a vision that seemingly does not tolerate the thought that students may not be prepared for college-level work.
67 The expanded mission of the community colleges led them to work through challenges they were initially unequipped to address. This is especially true with the advent of students who were underprepared arriving on campuses across the country after passage of open door policies of the 1960s. 69 As the junior college took on the role of providing developmental education, it had to confront its own capacity to do so.
