Sc. Eng. courses consist of lectures, exercises and laboratory work. Studies follow a modular system, and students can earn a degree at their own pace. The basic subjects are specified in the university's curriculum but the student's own field is reflected in the professional subjects. Students' performance is evaluated through university examinations and a degree can be earned in about three years. Students selected by Nokia and accepted by the university enrol in the university of their choice.
43 The competence and commitment of teachers are vital prerequisites for producing good quality education. Yet public discontent with the performance of teachers is manifest. In recent years, the academic qualifications of teachers have improved considerably but for most of them initial training is still the only professional preparation they will ever get. Provision for significant retraining opportunities is inadequate to maintain the competence of practising teachers. Teacher morale and motivation are often low due to poor conditions of service, low social status, unattractive salaries and career prospects.
A second constraint lies in the lack of official certification in many training schemes. As a result, the skills and knowledge acquired are not recognised in the job market and those schemes are sometimes considered by 51 young people as second-rate training. Third, the capacity and willingness of companies to enter such training arrangements is often a limiting factor, as the demand for training places exceeds the supply. At the same time, only a minority of companies are actively involved in training.
