This approach views economic growth as the result of optimization under constraints, and seeks to identify the most binding constraints (whose removal would allow a growth spurt) by estimating shadow pricesa higher shadow price reflects scarcity of the resource, indicating that the resource constrains growth.
Even in developed countries, consultants and business insiders from the McKinsey Global Institute (cited by Solow [1997]) do not classify labor-market rigidities as an important causal factor in the failure of six industries (automobiles, house building, telecommunications, retail trade, consumer banking, and computer software) in France and Germany to create more jobs. Lewis (2004), founding director of the McKinsey Global Institute, makes the same point.
