As this effort was taking shape, Paul Douglas, Isaac Rubinow, and others engaged in a series of investigations into the trajectory of real wages in the United States. Their initial findings, which described a troubling story of declining real wages from the 1890s to the early years of the twentieth century, led Douglas and John Maurice Clark to argue for greater public intervention in the economy. Continued efforts to make sense of the movement of wages led to yet another jarring discovery: namely, that since World War I, the real wages of workers had risen by some estimates as much as 30 percent.
